Permits, placement and who may haul in Westminster
Who may haul — the rule that matters: §5-7-2(A) makes it unlawful to operate as a solid waste or recyclable materials collector in the city without a collection licence, and §5-7-8(C) names collectors providing only large collection bins for short-term projects, such as roll-off dumpsters for construction and demolition. Contractors hauling debris from their own work are exempt. §5-7-10(A) says collectors may operate in residential areas only on the days the City Manager designates for each area, so tell us the address early and we plan the drop-off day around it. On your driveway: §8-1-5(A) makes it unlawful for a one- or two-family home to keep a trash dumpster of one cubic yard or larger without prior written authorization from a code enforcement officer — unless the home has a valid building permit. So for a clean-out with no permit, get that authorization before the drop-off.
In the street: obstructing a street, alley, sidewalk or other right-of-way needs a City right-of-way permit, a separate one for each use, at least two working days ahead (§9-2-1). The City's page says only licensed, bonded and insured Class D or Class E Public Way Contractors can apply. A driveway or job site is simpler.
Knocking something down: Colorado requires an inspection by a Colorado-certified asbestos inspector and a CDPHE demolition notice ten working days before any demolition starts, homes included, even if no asbestos is found (AQCC Regulation 8). Asbestos never goes in our containers — tell us if the survey finds any.
